South Korean Unification Minister Kim Yeon Chul offered Wednesday to resign to take responsibility for rapidly worsening ties with North Korea.

The move comes a day after North Korea blew up an inter-Korean liaison office in the border city of Kaesong, a symbol of inter-Korean reconciliation, escalating tensions between the two Koreas.
