Three Kyodo News journalists -- Yamaguchi-san, Horiuchi-san and Donican -- talk about Halloween in the bustling Shibuya district known for its parties around the spooky holiday. This year, however, the mayor of Tokyo's Shibuya Ward implored people to stay away to avoid overcrowding and a potential crush. Donican went to the area to see whether people really heeded that warning.
